WhatsApp automation for Indian businesses: templates, consent and cost

WhatsApp automation is the first thing most Indian businesses ask for and the thing most of them buy badly. The questions that decide whether it works are dull ones: which WhatsApp product you are on, which category your template falls into, whether your opt-in stands up, and what each message actually costs.

This post answers those questions the way buyers ask them, using Meta’s own documentation. By the end you should know whether you need the Business app or the Business Platform, why a template gets rejected or silently recategorised, how the 24-hour window changes what you can send, and what a genuinely useful automation looks like.

Business app or Business Platform: which one do you need?

These are two different products and the choice is usually obvious once stated plainly.

The practical test: if you want reminders, invoices or order updates fired automatically from your own system, you need the Platform. If you want a shop front and a human replying, the app is enough and costs nothing.

Template categories and how approval works

On the Platform, any conversation your business starts must use a pre-approved message template. Meta classifies templates into three categories, and the category drives both approval and cost.

  • Marketing: promotions, offers, awareness, anything aimed at driving sales or building the relationship.
  • Utility: messages that follow a user action or request, such as order updates, account alerts and feedback requests.
  • Authentication: one-time passcodes for account creation, access recovery or transaction verification.

Meta sets two strict tests for utility. The template must be non-promotional, with no sales incentive or persuasive language, and it must be either specific to the user’s account or order, or critical for safety, such as a fraud warning or a service outage. Anything else is marketing, and a template that mixes promotional and utility content is automatically marketing.

What happens when you submit

Meta checks the category you chose against its guidelines and returns approved, pending or rejected. It can also automatically recategorise a template after approval, with notice before the change takes effect. If your template is rejected as utility, or approved as marketing when you believe it is utility, you can request a review through Business Support within sixty days. Templates recategorised to authentication cannot be appealed; you use Meta’s template library instead.

Consistent misclassification is enforced against, escalating from warnings to rate-limiting on utility messages, suspension of utility template creation, and restrictions across your whole template portfolio. It is cheaper to write an honest utility template than to argue about one.

The 24-hour customer service window

A customer service window opens when a WhatsApp user messages you or calls you, and lasts 24 hours. If the user contacts you again before it expires, the timer resets.

Inside the window you can send any service message type without pre-approval: text, images, video, interactive buttons and the rest. Once the window closes, you can only send pre-approved templates. There is no way to proactively message someone who has not recently contacted you except through a template.

This single rule shapes every design decision. A support flow lives inside the window and is cheap. A reminder or a renewal notice has to start with a template. Plan your automation around which side of the window each message falls on.

Opt-in: what a valid one looks like

Meta’s Business Messaging Policy is explicit: you may contact people on WhatsApp only if they have given you their mobile phone number and you have received opt-in permission. A compliant opt-in has to state clearly that the person is opting in to receive messages, name the business they are opting in to hear from, and comply with applicable law.

Opt-in can be collected by SMS, on your website, over the phone through an IVR, or in person on a signed paper form. You may take one broad opt-in covering several message types, or separate opt-ins by category so people are not flooded. You must give clear instructions for opting out of specific categories and honour those requests.

Two India-specific additions. If the same campaign also sends SMS or makes calls, those fall under TRAI’s commercial communication rules and need their own registration and consent handling. And member or customer contact data is personal data under the Digital Personal Data Protection framework, so record where and when consent was taken and keep an opt-out list your system reads before every send.

What it costs

Meta moved WhatsApp Business Platform pricing from conversations to individual messages on 1 July 2025. What you pay now depends on the template category and on whether a service window is open.

Rates are set per market and per category, and Meta publishes them. They are also revised: the per-message rate card for India was updated on 1 April 2026, alongside Saudi Arabia, Pakistan and Turkey. Take the current figure from Meta’s published rate card when you budget, rather than from a proposal written last year, and ask what your Business Solution Provider charges on top of it.

What a good WhatsApp automation actually does

Judged on outcomes rather than screenshots, the flows worth building share the same traits.

  • It is triggered by your system, not by a person. The order status, the due date or the appointment time comes from your ERP or accounting system, so no one is copying a list into a broadcast tool.
  • It sends a utility template when the message is genuinely utility. Write the template to the test Meta actually applies, and you avoid both recategorisation and the marketing rate.
  • It gives the customer something to do. A payment link, a confirm or reschedule button, a document upload. A message with no action is a cost with no return.
  • It answers the reply. The reply lands inside the service window where responses are free, so an automation that cannot handle “when will it arrive?” is wasting the cheapest part of the channel.
  • It hands over cleanly. A named person picks up anything the flow cannot resolve, and the customer is told that is happening.
  • It stops. Opt-outs are honoured immediately and across every campaign, not just the one the customer replied to.

Choosing which process to put on WhatsApp first matters more than the tooling, which is the case we made in five business processes worth automating first.

Frequently asked questions

Can we message a list of customers we already have?

Only those who have given you their number and opted in to hear from you by name. A purchased list, or numbers collected for a different purpose, does not meet Meta’s requirement and will damage your quality rating quickly.

Why did our utility template get charged at the marketing rate?

Almost always because it carried promotional content or was not tied to the specific user’s account or order. Meta treats mixed templates as marketing, and it can recategorise after approval with notice.

Do we need our own developers for the Business Platform?

Not necessarily. Meta offers direct signup for businesses with in-house developers, and for everyone else, onboarding through an approved Business Solution Provider, which is also the route if you want it connected to an existing inbox or business system.

How many templates should we start with?

Fewer than you think. Two or three that cover your highest-volume events, proven over a month, beat twenty approved templates nobody maintains.
